Most state legislatures were closed as the third quarter wound to an end. There were several key developments, particularly related to prescription drugs and pharmacy benefit managers (PBMs).

Courts issued preliminary injunctions stopping PBM laws in Arkansas and Iowa from taking effect. A California law required coverage of abortion medication. Illinois and North Carolina passed sweeping PBM reforms.

Paid family and medical leave laws were little changed. Missouri’s paid sick and safe leave (PSSL) mandate ended on Aug. 28. Alaska published final PSSL regulations.

Balance billing of ground ambulance services was the focus of new laws in three states.

San Francisco and Seattle updated 2026 rates and standards under their benefit-related ordinances.
