Roundup: Employer resources on EU’s Pay Transparency Directive

European Union (EU) Directive 2023/970 aims to improve pay transparency, encourage organizations to review their pay structures, and enable individuals to enforce their equal pay rights. Under the directive, employers with 100 or more employees must publish an annual gender pay gap report. Employers are also banned from requesting applicants’ salary history before hiring: to strengthen pay transparency and enforcement of equal pay for equal work.

For reference purposes, in 2024, the EU’s unadjusted gender pay gap averaged 11.1%.

"Pay" covers — but is not limited to — salary and all related remuneration, including variable pay and benefits (cash or in-kind), bonuses, overtime, travel, housing and food allowances, training compensation, severance, statutory sick pay, and occupational pensions.

The directive’s implementation date was June 7, 2026; however, most Member States are at the draft legislation stage or have announced delayed timetables.
