Healthcare reform preventive services

July 6, 2023

This deck reviews what preventive services the Affordable Care Act (ACA) requires group health plans to cover without participant cost sharing. The coverage includes:

  • The most recent recommendations from the US Preventive Services Task Force (USPSTF), along with developments in the ongoing legal challenge to those ACA requirements
  • Changes to COVID-19 vaccine and testing requirements now that the public health emergency has officially ended
  • Proposals to modify religious exemptions and eliminate moral exemptions from ACA’s contraceptive coverage rule and related litigation

Updates to this deck reflect new and updated USPSTF recommendations. Other changes cover recent IRS guidance discontinuing the flexibility for high-deductible health plans qualifying to work with health savings accounts to provide predeductible coverage of COVID-19 testing and treatment, effective for plan years ending on or after Jan. 1, 2025.
