Richard Roper
President, Mercer Hong Kong & Macau
As the President of Mercer Hong Kong and Macau, Richard Roper leads a deeply knowledgeable team to tackle the underlying issues that can improve employee health and share this with their clients. With nearly three decades’ experience in the insurance industry, he knows that a company’s health benefits can be transformational: rewarding people for good behavior in a way that really impacts their lives, rather than just their work life.
At Mercer, his team’s purpose includes insurance: but he wishes people knew that Mercer does so much more than insurance. The Mercer Hong Kong team goes beyond finding the most appropriate and cost-effective deal for their customers: they offer consultancy and advice to make sure their clients are improving the employee experience and maximizing their ability to attract and retain employees. That’s why he’s proud to lead Mercer, as well as Health and Benefits business at Mercer Marsh Benefits: because improving the health and benefits of their clients is impactful far beyond the workplace.
Richard spends his spare time working on his own health and happiness. As a keen triathlete Richard explores Hong Kong on foot, by bicycle and in the water.
Adeline Tan
Head of Investments, Mercer Asia
Adeline is the Head of Investments for Asia since mid-2024, and previously led Mercer’s Wealth business in Hong Kong. She is a Partner of the firm.
She has 20+ years of consulting experience advising clients on pension governance, investment strategy and implementation. Adeline joined Mercer in Hong Kong, after more than a decade at Watson Wyatt (now Willis Towers Watson) in the UK.
She serves a broad client base including corporations, wealth managers and public funds, and leads the team in covering the pension and investment needs of clients in Asia. She is a voting member of the Asia Asset Allocation Oversight Committee and represents the Asia investment business in several leadership committees. Beyond the firm, she volunteers as a member of the Finance and Investment Practice Board of the Institute and Faculty of Actuaries, and is a member of the FTSE Russell Asia Pacific Regional Equity Advisory Committee.
She is frequent speaker at conference and events on subjects ranging from asset class specialties, sustainable investments and pensions.
Adeline is a graduate of the Business School at the University of Warwick and is a Fellow of the UK Institute of Actuaries.
Yin Cheung
MPF Consultant, Mercer Hong Kong, Wealth
Yin is a MPF consultant in Mercer’s Wealth business in Hong Kong. Yin’s core areas of expertise are benefits design, MPF providers review, change management consulting and employee communication.
Prior to joining Mercer, Yin worked at MPF providers for over ten years, focusing on the development of its pension business. He was involved in different aspects, from establishing the pension model to conducting HR seminars, developing member communications and providing in-house training on the pension environment, including MPF Market changes.
Yin graduated with a bachelor’s degree in marketing and public relations from SPEED, Polytechnic University of Hong Kong.
Rupeng Chen
Head of Wealth (North Asia) and Head of Retirement (Asia), Mercer
Rupeng Chen is the Head of Wealth (North Asia) and Head of Retirement (Asia), and a Partner at Mercer. Based in Hong Kong, she is responsible for leading all aspects of Mercer’s wealth (North Asia) and retirement (Asia ex Japan) practice. Rupeng has close to 20 years of experience in asset management, investment and actuarial consulting, working with institutional clients, including some of the largest sovereigns, government and corporate funds, insurers and wealth managers across the APAC markets. Her area of expertise spans the areas of asset management (such as strategy design, investment process, portfolio construction, risk and return optimization, implementation), investment solutions, sustainable investing, and pension consulting. Prior to joining Mercer, Rupeng held senior investment positions at Robeco (Hong Kong) and Schroders (Australia) with APAC coverage, as well as various retirement and actuarial consulting roles earlier in her career. Rupeng graduated with double degrees in Bachelor of Commerce (Actuarial Studies) and Bachelor of Laws from Macquarie University Australia. She is a CFA charterholder and an actuary.
Eric Cheng
Executive Director (Policy), Mandatory Provident Fund Schemes Authority
Mr Eric Cheng is the Executive Director (Policy) of the Mandatory Provident Fund Schemes Authority (MPFA), responsible for formulating strategies, policies and legislative amendments to reform the Mandatory Provident Fund (MPF) System for enhancing retirement protection for the working population. He oversees regulation of MPF investments, and steers MPFA’s participation in international cooperation.
Before joining the MPFA, Mr Cheng had been in the Administrative Officer grade with the Government of the Hong Kong Special Administrative Region of the People’s Republic of China, serving in various policy-related positions in various bureaux and departments and a research-related position on secondment to the Organisation for Economic Co-operation and Development.
Mr Cheng holds a master’s degree in public policy from the University of Oxford, and a master’s degree in economics and a bachelor’s degree in actuarial science from the University of Hong Kong.
Freddie Cheng
Principal, Head of MPF Business, Mercer Hong Kong, Wealth
Freddie leads MPF broking business in Mercer’s Wealth business in Hong Kong.
Freddie has 20 years of experience, and his core areas of expertise are benefits design, ORSO/MPF providers review, change management consulting and employee communication. Freddie also leads the development of Financial Wellness workshops.
Prior to joining Mercer, Freddie worked at an employee benefit broking firm for over eight years, focusing on the development of its pension business. He was involved in different aspects, from establishing the pension model to conducting HR seminars, developing member communications and providing in-house training on the pension environment, including MPF Market changes.
Freddie also has experiences on Group employee benefits and Life insurance where he supports the growth of the Agency sale force.
Freddie graduated with a bachelor’s degree in social science from La Trobe University in Melbourne, Australia. He has been named a Fellow of the Life Management Institute in the insurance industry.
Virginia Tang
MPF Consultant, Mercer Hong Kong, Wealth
Virginia is a consultant in Mercer’s Wealth business in Hong Kong. Virginia’s core areas of expertise are benefits design, MPF providers review, change management consulting and employee communication.
Prior to joining Mercer, Virginia worked at MPF provider for over ten years, focusing on the development of its pension business. She was involved in different aspects, from establishing the pension model to conducting HR seminars, developing member communications and providing in-house training on the pension environment, including MPF Market changes.
Virginia received a Bachelor of Mathematics from University of Waterloo, Canada and a Master of Business Administration from University of Strathclyde, UK. She is also a Certified Financial Planner.
Rocky is designated as Manager, Outreach and Partnership in iFast. In the current position, he takes the leadership of one sub-team and responsible for delivering various engagement activities with different stakeholders. He has around 6 years of experience in Pension industry, which covers both backend and frontline services.
