Roundup of selected state health developments, third-quarter 2026

October 30, 2026

Highlighting the third quarter of 2026, California was the most active state, with developments on paid family and medical leave (PFML), prescription drug coverage, and insurance mandates, among other activity. Several states updated PFML rates for next year, and Minnesota and New York City issued guidance on their paid sick and safe leave laws. Courts ruled on pharmacy benefit manager laws in Arkansas and Illinois, upholding the former and stopping the latter. Delaware passed four insurance laws. Alaska and Pennsylvania enacted telehealth laws. Finally, new Medicaid-related laws in California and New Jersey affecting employers in those states were challenged in court.

This 15-page PDF summarizes these and other state health-related developments in the third quarter of 2026.
